Oscar G. Garcia is a first-generation United States citizen and native of Laredo, Texas. Growing up in a border community, he experienced firsthand the challenges faced by immigrant families and has dedicated his career to helping them navigate the U.S. immigration system.
After earning his Bachelor’s Degree in Criminal Justice from Texas State University (formerly Southwest Texas State University), Mr. Garcia received his Juris Doctor from Texas Southern University in 2000. The following year, he became a founding shareholder in what is now the Law Offices of Garcia & Ramirez, P.C., a Texas-based immigration law firm with offices in San Antonio and Houston.
For more than two decades, Mr. Garcia has focused his practice exclusively on immigration law. He has extensive experience representing individuals and families before the Immigration Courts and U.S. Citizenship and Immigration Services (USCIS) nationwide. His practice spans family-based petitions, waivers, humanitarian relief (VAWA, U visas, SIJS, TPS), business and investor visas, consular processing, and removal defense. He has also assisted investors and entrepreneurs in launching and maintaining U.S. businesses in compliance with evolving immigration laws.
Under his leadership, Garcia & Ramirez has grown into a high-volume, client-focused firm known for creative strategies, strong advocacy, and commitment to immigrant communities. In addition to his legal work, Mr. Garcia frequently appears on radio, television, and digital platforms to educate the public on immigration law and policy changes.
He is a member of the State Bar of Texas and the American Immigration Lawyers Association (AILA), and his work has been featured in publications.
Stephen Ramirez is a partner at the Law Offices of Garcia & Ramirez, P.C. Mr. Ramirez is a graduate of Texas Southern University and has been licensed to practice law in the State of Texas since 2001. He has over 10 years of experience in all aspects of immigration law including family based petitions, deportation defense and investor and business visas. Stephen has focused for the past 5 years in the areas of deportation defense as well as state and federal criminal defense. Mr. Ramirez also practices before the 5th Circuit Court of Appeals and files civil claims against the Department of Homeland Security for constitutional or tortious violations of client’s rights.
Mr. Ramirez has been recognized for his prose work with juvenile immigrants, some of which were orphans, over the span of his career. He has practiced throughout the Federal courts of South Texas including Laredo, Del Rio, Brownsville, McAllen, Corpus Christi, San Antonio and Houston.

Mr. Durham is a passionate advocate with a focus on criminal immigration defense. He has successfully argued cases from early bond stage up to the Board of Immigration Appeals. Mr. Durham graduated from St. Mary’s School of Law with coursework at the Innsbruck International Law Program and has been practicing immigration law since 2013. Mr. Durham is fortunate to have immigrants in his family and personally understands the positive impact that immigration law can have on people’s lives.
